The Provisional Management Commission was appointed by the Army War Audit on January 28, 1939, at the end of the war, and included the mayor, five councilors, and the secretary. This was the only governing body of the city until February 15, 1940 when the Civil Governor of the province dismissed the Manager and appointed a new City Council.

The minutes of the Provisional Management Committee contain the transcript made by the Secretary of the City Council of the agreements adopted between January 28, 1939 and February 13, 1940.
